中國、あふれるドルで資源確保…上半期６００億ドル投入

  

  ２兆ドルを超える外貨で中國がエネルギー資源の確保に積極的に乗り出している。今年上半期だけで海外エネルギー資源の確保に６０９億ドル（借款４５５億ドル＋直接投資１５４億ドル）を投じたことが明らかになった。韓國の今年１年間の海外エネルギー資源投資目標額（５２億ドル）の約１２倍を上半期に投入したのだ。

  ２４日に中央日報が入手した韓國石油公社の報告書「中國の全方向的な資源確保戦略」によると、中國は今年上半期、ロシア・ブラジル・ベネズエラ・カザフスタンなど資源保有國に計４５５億ドルの借款を提供し、原油・ガス導入契約を結んだ。ロシアには２５０億ドルを投資する代わりに２０１１年から２０３０年までの２０年間、一日３０萬バレルずつ原油の供給を受ける契約を結んだ。

  中國は借款提供とは別に海外石油會社・油田・ガス田の買収にも１５４億ドルを投資した。６月にはスイス石油會社アダックスを７２億６０００萬ドルで買収した。このほか、鉄鋼會社の中國五鉱が６月に世界２位の亜鉛生産會社である豪オズミネラルを１７億ドルで引き受けるなど鉱物資源の確保にも投資している。

  中國は海外だけでなく自國內の資源開発にも力を入れている。中國経済観察報は２４日、中國投資公社（ＣＩＣ）が世界希土類金屬埋蔵量の４０％を占める內モンゴル自治區の包頭鉄鋼グループと提攜し、希土類を専門に採掘・備蓄する會社を設立する予定だと報じた。希土類は薄型テレビや自動車などの核心部品を製造するのに必要な資源。
